Youth Initiatives for Peace and Reconciliation (YIPR) Project Evaluation Report

“Youth Initiatives for Peace and Reconciliation Project Evaluation Report” is an external evaluation report of the YIPR Project of Mercy Corps Nepal. During the civil war, which came to an end in November 2006 with the signing of the Comprehensive Peace Agreement (CPA) between the Government of Nepal and CPN-Maoists– youth were at the core of conflict, and heavily affected by, conflict. Many youth joined combating parties, while others migrated to India or left their homes to avoid being caught up in the conflict (YIPR Project Proposal 2006). Thus, project was designed by Mercy Corps Nepal in October 2005 to promote active engagement of youth in community reconciliation and decision-making processes in five districts of mid and far western Nepal. YIPR was funded by USAID/ CMM, with additional contributions from the NIKE Foundation, and was implemented in partnership with Backward Society Education (BASE). The project was implemented between from November 2006 and September 2008 in conflict-affected districts of Banke, Bardiya, Dang, Kailali and Kanchanpur. The current external evaluation builds upon the project final report and final end-line study. The evaluation attempts to assess both intended and unintended impacts of the intervention, in addition to assessing project outputs. The evaluation explores issues relating to effectiveness, relevance and sustainability of the project. The evaluation methodology incorporated both field-work and literature reviews, and examines both ‘control’ youth groups and ‘treatment’ youth groups. In terms of effectiveness, the study indicates that the project was effective in meeting objectives, including the mobilization of 32,622 youths. The study also reveals that the project made very significant intangible impacts, most evidently in terms of enhanced youth self-confidence and self-esteem; increased youth community engagement; improved leadership skills; reduced caste and ethnic barriers to interaction and collaboration;
enhanced dispute resolution capacities; and, narrowed gaps between youth and adults at the community level. In terms of relevance, the study highlights how the project managed to remain relevant despite a rapidly changing political context. In terms of sustainability, the study highlights the continuation of income generation, community engagement, and interaction by mobilized youth clubs even after the cessation of project activities. Finally, the study recommends future priorities, including the formulation of a national youth
policy and the need to facilitate the creation of economic opportunities for youth.
