Human rights organizations report that the number of killings has increased from 6 to 10 per day since the declaration of the state of emergency on February 1, 2005.
More than 3000 people have been arrested, 30 journalists and 45 human rights activists
are detained. Detainees are placed in incommunicado detention by the authorities. The media is subjected to strict military surveillance. National mechanisms designed to guarantee rights and liberties under international law are heavily paralyzed. The Terrorist and anti Destructive Crimes and Punishment Ordinance has been widely used to perpetrate illegal arrests, detention, disappearances, torture and extra-judicial
killings in which innocent civilians are the hardest-hit. The law enables the authorities to detain a person for up to 12 months on the basis of mere suspicion without judicial scrutiny, and to undermine the scope of work of human rights defenders, lawyers and journalists.
