Reconstruction of Conflict-damaged Infrastructure in Achham District - Issue 40

The more than a decade long armed conflict had devastating effects in Achham district. A total of 330 people were killed in the district and hundreds were wounded, displaced, and many disappeared. The conflict had a profound impact on people’s livelihoods and on much of the critical infrastructure which suffered significant damages. In February 2002, a brutal attack on Mangalsen, the Achham district headquarters (DHQ), and Sanphe left 157 security personnel and numerous Maoist combatants dead or wounded and most government buildings burnt or shelled to the ground in a single day. Several line agency offices,Police posts, VDC offices, school buildings and bridges suffered tremendous damage, bringing all planned physical infrastructure development to a halt. The local authorities in the DHQ were forced to operate from rented buildings. Outside the DHQ, service delivery had to stop completely for many years during the conflict.Following the signing of the Comprehensive Peace Agreement (CPA) in November 2006, repair of the infrastructure damaged during
the conflict was initiated at the local level across the country. However, in Achham district the reconstruction commenced only in LATE 2008.
