The proposed Karnali province includes 319 VDcs (including 2 municipalities) of 11 districts: Bajura ( 11 VDCs), Dailekh ( 55 VDCs), Dolpa ( 12 VDCs), Humla ( 5 VDCs), Jajarkot ( 30 VDCs), Jumla ( 30 VDCs), Kalikot (30 VDCs), Mugu ( 18 VDCs), Rukum ( 32 VDCs), Salyan (45 VDCs) and Surkhet (51 VDCs). The province is relatively homogenous in demography, containing a population of 80% hill Hindus, including 18% hill Dalits, 15% indigenous, and 4%others.
The ninth UNDP/SPCBN/CCD Federalism Dialogue was held in Birendranagar, Surkhet, proposed capital of the Karnali province, from 13 to 15 July 2010. The caste/ethnic representation of the 74 participants largely reflected the demographic composition of the proposed Karnali province, including 80% hill castes (including 18% Dalits) and 15% percent Janjati. Many represented the major political parties, as well as civil society and Dalit organizations. The participants represented all eleven districts of the proposed province. Women constituted nearly one-third of the total participants.
