Abstract:
Disaster Preparedness is one of Belgian Red Cross Flanders (BRC-F) and Danish Red Cross’s (DRC) strategic focus areas. Over the years, they have increased their professional competence and learning from earlier disaster preparedness actions in Nepal and other countries. In the context of Nepal, the Nepal Red Cross Society (NRCS) is a unique institution with a countrywide network of chapters and branches, and thousands of volunteers, giving it a national as well as a global reach. The strength of NRCS lies with its volunteers, who are highly motivated and enthusiastic. NRCS has been involved in the Community Based Disaster Preparedness Program (CBDP) since 1997. Their CBDP program aims to organize and empower the local community with the knowledge and skills to carry out the disaster preparedness activities themselves, which include hazard mitigation, reduction of vulnerabilities and establishing linkages with local organizations who provide support for managing the disaster. The current DIPECHO project is in line with NRCS’ efforts and addresses the needs of six branches in districts with a population vulnerable to disasters. It is a pilot project, replicable in other branches where disasters are part of daily life. It is the first step of a longer-term commitment to initiate disaster preparedness/risk reduction activities involving the communities themselves in the design and implementation, thereby creating a sense of ownership and a proactive partnership as opposed to a reactive passive response.
